Definitely not how it works with government contracts ditto the service, having serviced government contracts when I had my transport company there are stringent service level agreements and always penalties for non compliance. We didn't use bikes much but when we did for ongoing periods insisted on nothing over 5 years old and checked service records on subbys bikes.
From what I've seen of the blood bikes most of them weren't new anyway.
