I heard the owner was the son of a rich bloke. The son was given the shop, but had to make it work and support himself for a number of years before he qualified for his trust fund or similar. He wound it up as he qualified.

Ross,(Rocket Ross hence the name) Jack walkers son(of walker steels) I believe. A mate of Foggy apparently.
