Anything is possible.
I'll guess the diameters are the same so you can use the existing clamps.
You could use 10mm spacers for the calipers, so no need to change them, as long as the pad contact area is the same
You might also need the later wheel spacers if the fork bottoms are different.

I'd be looking at the valve guides and seals first, Oil from the headers is known as slobber and usually caused by ticking over/slow running for long periods without blipping the throttle. Oil can build in the rocker covers and flood the valves it will then drain past the guides. It will also smoke ...

Sounds like over advanced timing. Ie the burn is happening before the inlet has closed.
Changing the exhaust could affect the bike this way when cold, not really up to date yet on these mopeds.
Has it got a Lambda sensor?
