From what I can see, you can report abandoned vehicles on one of the .gov websites.
I'll likely do that, but wanted to see if someone knew of a someone missing their bike in this area.
Or, I may just grab a plod if they wander by while I'm there.

Possible abandoned Triumph TT in Manchester?
Figure you guys could be the best place to put out checks on this one, before I ask the police. Basically, there's a Y reg Triumph TT that's been sitting for about a month in the bike parking area outside my work in Manc city centre. Blue, with after market exhaust on it.
